CIECC is a direct affiliate agency of Ministry of Commerce, PRC (MOFCOM), formerly named Ministry of Foreign Trade & Economic Cooperation (MOFTEC).

Founded in February 1996 as the constructing and operating unit of China International Electronic Commerce Network, the mainstream network of the country's key informatization project during the Ninth Five-year Plan Period - Golden Gate Project, CIECC has been operating the safe international e-commerce platform, providing all-directional e-commerce applied services to foreign trade and economic administrative organs at various levels and all kinds of import and export enterprises. 97 cities have opened their nodes; networks within MOFTEC and networks of MOFTEC, provincial and municipal agencies in charge of foreign trade, special commissioners' offices, 6 biggest import and export chambers of commerce, overseas organizations of MOFTEC and other relevant ministries and commissions have been connected.

As an e-commerce service institution at national level, CIECC provides the services including e-government system construction and operation, e-commerce to enterprises, value-added information service, security authentication and software development. So far, most of governmental trade administration have been realized through China International E-commerce Network, ie Administration of quota and license verification, Electronic bidding, Networked administration of processing trade etc.
